The win

Foreign ministers of the Democratic Republic of Congo and Rwanda signed a U.S.-brokered peace deal in Washington, pledging to respect borders, end proxy militias, return refugees, and open mineral cooperation after a conflict that has killed millions.

For Americans

This is one of the bloodiest wars on earth, and Washington finally used American convening power to stop it. Congolese cobalt that currently props up Chinese batteries can flow to U.S. plants — jobs here, and a reason for both capitals to keep the guns down.

For people abroad

Families in Goma and the Kivus have spent a generation running from militias. A signed ceasefire is the chance to go home, reopen a clinic, and stop burying children in a camp. Refugees on both sides of the border get a path that is not another round of killing.
